Three conditions that decide how a pool gets built here

Most pool advice online is written for a national audience. Almost none of it applies cleanly to the Gulf coast, where three specific local conditions govern the design before anyone chooses a tile.

A shallow wet-season water table

Groundwater sits three to six feet below grade across much of the county west of I-75. When a pool is drained, that groundwater pushes up on the empty shell with nothing inside to counterbalance it. Shells do lift, and the repair is usually demolition rather than a patch. Every pool we build gets a hydrostatic relief valve at the floor's low point and a gravel-backed drain sump.

A 150 mph enclosure design wind speed

Screen enclosures in Sarasota County are engineered to a 150 mph ultimate design wind speed under ASCE 7-22. That determines extrusion size, beam span and anchor spacing, and it needs a signed and sealed drawing at permit. A cage quote that is much cheaper than the others and does not mention engineering is not quoting the same structure.

Four different permitting authorities

Manatee County, Sarasota County, the City of Sarasota and the Town of Longboat Key all issue their own pool permits, and city limits interleave with unincorporated county so that adjacent streets can fall under different departments. Barrier-island properties seaward of the Coastal Construction Control Line need a state permit from the Florida DEP on top.

    How it runs

    From first site visit to first swim

    Five stages with honest timings. The permit window sits ahead of construction, not inside it, which is why contract-to-swim on a standard gunite build is closer to four months than three.

    1. Site visit and water table check

      We dig a test hole to find your actual groundwater depth and check crane and excavator access before quoting anything. This is where most surprises get caught.

    2. Design and fixed written scope

      3D layout, finish selections and a line-item scope with stated unit rates for rock, fill and abandoned structures, so change orders are arithmetic rather than argument.

      Week 1-3
    3. Permitting and engineering

      Drawings submitted to the relevant building division. Manatee and Sarasota County residential plan review runs two to four weeks. CCCL properties add a state review.

      Week 3-7
    4. Construction and inspections

      Excavation, steel, plumbing pressure test, gunite, 28-day cure, tile, deck, equipment, then bonding and final inspection. Trades are sequenced, not stacked.

    5. Start-up, handover and warranty

      Fill, chemical start-up, brush schedule for the first two weeks, equipment walkthrough and written warranty documents. We do not hand over a pool with unbalanced water.

    Most signed contracts for a custom gunite pool in the Bradenton and Sarasota market land between $78,000 and $100,000. A basic geometric gunite pool with standard plaster starts around $60,000 to $70,000, and fiberglass installs start around $55,000. Decking, screen enclosure, spa and heater are separate line items that commonly add $30,000 to $70,000 on top of the shell.

    Plan review for a residential pool through the Manatee County Building Division averages two to four weeks. That window sits ahead of construction, not inside it. Sarasota County runs on a similar timescale. Barrier-island lots seaward of the Coastal Construction Control Line need an additional state permit from the Florida Department of Environmental Protection, which extends the timeline substantially.

    Under Florida Statute 515.29 the barrier must be at least 4 feet high measured on the outside, with no gaps, footholds or openings a young child could use to get under, through or over it. Gates must open away from the pool and be self-closing and self-latching, with the release mechanism on the pool side and positioned out of a child's reach. A compliant screen enclosure can serve as the barrier; a standard sliding screen door cannot.

    Yes, on Longboat Key and Siesta Key, with the caveat that those projects run on a different timeline. Properties seaward of the Coastal Construction Control Line fall under Florida Department of Environmental Protection jurisdiction and need a state CCCL permit alongside the local one. Longboat Key also has its own town building department separate from the counties. We flag the jurisdiction at first site visit so the schedule is honest from the start.

    Resurfacing replaces the interior finish only. Remodeling changes the pool's design, adding a sun shelf, a spa, features or new decking. Renovation is the whole-pool version, addressing structure, plumbing, surface and equipment together, which is what most 1970s and 1980s pools in this area eventually need. The costs run roughly $8,000-$22,000, $12,000-$55,000 and $22,000-$70,000 respectively.

    Gunite remains the majority choice in Southwest Florida because it takes any shape and is the heaviest option, which makes it the most stable when a pool has to be drained on a high water table. Fiberglass installs in three to six weeks against gunite's ten to sixteen, costs less and never needs resurfacing, but the shell size is limited to what a crane can physically deliver to your backyard. Vinyl liner is uncommon here.

    A pool is several warranties rather than one: structural shell, interior finish, equipment through the manufacturer, tile and coping, deck, and workmanship. They carry different terms and different durations, and a builder offering a single number for all of it has not thought about it. Interior finish warranties in particular are usually conditional on documented water chemistry, and that condition is enforceable.
